Implementing Phase 0 in the Martín Peña Community examines past planning efforts for the area and re-imagines them through a human-centered design process. The project explores various approaches and tactics for community engagement and programming and is presented as a step-by-step guide to assist residents in their design process. While this community has been the frequent subject of environmental planning efforts, solutions have been repeatedly overpromised and underdelivered. By incorporating a Phase 0 process into current work plans, residents can immediately begin designing and implementing low-cost and quick-win projects that can improve the conditions they deal with every day. The goal is not to create a new plan, but instead to inspire the Martín Peña Community to rebuild with resiliency by becoming part of the design team pushing towards needed green infrastructure goals.
