Plans, Planners and the Pandemic: The Ethics of Equity and Inclusion

This project studies how traditional land use tools, such as land use maps, zoning codes and building permits have impacted physical design and framed social equity issues within the Uptown area of the Cicinnati 2030 District. The project answers the questions; do planners have an ethical responsibility to use land use controls to protect the interest of people living in post pandemic communities in the same way they are used to encourage market driven developments? What is the role of the Planner in assessing the impact of planning efforts on neighborhoods that are unaware of plans?
